Over the years , I have replaced the Safety Flares , as they expire . Now I have a little pile of expired flares . What would be the proper requirements for disposal of said flares ? Does the USCG have a suggested method ? What have other people done to dispose of them .  I'm thinking it's NOT A GOOD THING to just toss them in the garbage , to be dumped in a landfill .

Keep a few extra for back up. I also keep a few expired ones in my inland lake boat.

Check with your local fire department, sometimes they will take them. I've also just "practiced" using them in the backyard before also.

There is another option.  You need a 5-gallon bucket, preferably with a lid.  A scrap piece of plywood will work, but it needs to cover the bucket mouth.  Drill a couple of 2-inch holes in the lid. Fill the bucket two-thirds of the way with water.  Put the lid or plywood over the bucket.  Put the muzzle of the flare gun into one of the holes and fire.  Wear safety glasses or face shield. Look away when firing. It's cheap, simple and it works. Plastic buckets work, but use an old f'd up bucket that still holds water.  A metal bucket is best, if you can find one in 5-gallon size.

You shouldn't shoot old flares over land. A lot of times the propellant doesn't shoot the flare high enough, and it lands still burning.
